The Cybex Eagle 11030 & 11040 have the top 2 weight plates (blank & 30lb) bolted to the top weight to act as a counter weight. The pre-drilled 30 lb weight plate (11030-348) is attached to the top weight assembly with (2) HC702817 bolts and (2) HN704907 lock nuts:

The Cybex VR3 12230 & 12231 Assisted Dip Chin machines have the top 2 weight plates (10lb & 18.5lb) bolted to the top weight for the proper return of the Leg Bar assist. The pre-drilled 30 lb weight plate (11030-348) is attached to the top weight assembly with (2) HC7028126 bolts and (2) HN704902 lock nuts: See Picture
You should be able to feel two locknuts at the bottom of second plate where (2) 3" bolts go through the top plate & the 2 additional plates.
